Job growth or loss in Hartford?

I keep seeing press releases from Perez's office about job growth and what a great job he's doing as a friend to business. I decided to see how many jobs have actually been brought to Hartford during his time as Mayor. According to the CT Labor Department, there has actually been a loss in jobs during his six years of at least 7,620 jobs. Further, according to their website, unemployment figures for Hartford ( the city only, not the Hartford region) when Perez took office was 4.4% and today is at 8.8% steadily rising every year. Where is the growth Perez claims ?

Hartford continues to be #1 in unemployment for the entire state of Connectiut.
