Construction on Stonewall

Does anyone know what in the heck they are doing on Stonewall near the Nascar HOF site? They are repainting the lines on the road, and from what it appeared like when I drove by, they are changing to only 1 westbound lane with 4 or 5 eastbound lanes. I'm confused.
