In the short term (say 20-25 years) i'd have to say Charlotte is the best planned city in NC. Considering how much old infrastructure it lost it has a sizeable downtown and its the only sunbelt boom town I know of (in its comparble size category) that has a skyline that can match its population size and it seems like teh one NC city that wholeheartedly embraces its big city status. Over the long-term I guess i'd put Winston-Salem there, it retains a strong urban core with a good mass of office space and it has a good road system that manages traffic flow well.
