Mystery Construction at Johnson Park

Here's couple of shots of some mystery construction going on at Johnson Park. From what I can see a road of some kind leading to a clubhouse is being added to the Wilson Ave. Parking lot at the SW end of the park. Anybody know what's going on??

I was thinking it was either some effort to improve the drainage of that site, but it looks like it might be an extensions to the nature drive that winds through the park? or perhaps an alternate entrance to the trail.
