I noticed this week-end that new curb and gutters have been finished on the SW corner. Is this is the redesign or just a band-aid? 

No change to the roadway.  So, I'll say "Band-aid"!

Staples has closed and Radio Shack is going out of business. These are a reflection of those businesses and not the shopping center, but it's space that'll need to be filled.

Both the midtown and North Little Rock Staples stores were shuttered.  The thinking may be that the Office Depot locations in Riverdale and NLR's Other Center may serve post-consolidation customers better.  In each case, Office Depot was the more established of the two.

It seemed odd that Staples would open in Park Avenue in the first place.

I could see some rationale.  In addition to trying at the time to compete with Office Depot's Riverdale store (and even Pettus Office Products, to the southwest), Staples was probably hoping to gain some traction among the nearby medical corridor as well as the UALR market.
