casino breaking ground soon (supposedly)

In the PG there was a little blurb about the boy mayor coming to an agreement about the casino. Anyone know anything about this? Hopefully the design was altered, but I kind of doubt it. If they're going to break ground in 30 days, I'm thinking that's not enough time to agree on an alternative design for the garage.

Mayor Luke's private meeting with Barden yielded the concession of "decorative screening on the most visible side of the hulking garage". Construction starts within 30 days.
