While I still think it is perfectly fine to keep the planned terminus south of 485, it is noble for Cabarrus or Concord to try to participate in mass transit at their own expense. If they can make plans for a $1/4 billion extension through their most sprawling area in an attempt to spur a mixture of uses, infill and density, then more power to them. Even more so if they can get Smith to contribute $50m to the effort.

Unless the costs are covered, CATS should not extend the line to LMS just for a surge of riders on race days. But if you can go past there as part of a mass transit plan, then it would be a great benefit.

South Blvd is not much better than Speedway Blvd, but when you put mass transit and Bette zoning in, it can really spur redevelopment.
