State Armory as a transportation center

What is the armory used for now? Its a huge building and is very attractive.

I think it would make an incredible museum building. The biggest problem is the Viaduct, and that govt office/parking garage.

I am not as keen on a transportation center unless subway tracks could stop under the building.

on a side note. where is this picture from. maybe it is the angle but it does not look familiar to me.
