this is interesting from an update to the article the whole process was started by the hotel developer who is building the Moxy nearby.

"CATS said its intent is to maintain access to the bus facility, light rail and streetcar in any proposed development. It asked in the notice that proposals include a plan for an interim location for the continued operation of the bus service during construction."

CATS probably wants a building built on top of a bus depot located below the development. That way they can get cash to support their expansion plans, upgrade the transit center, while continue to have a hub for buses coming Uptown.

This may be a stupid question, but wouldn't it make sense to just wait a couple years and move the bus depot to gateway station and fully develop this site instead of under-developing this like they will?

I believe the plan is the connecting hub will move to Gateway Station. However CATS probably wants this site to have an improved location for bus loading off of Trade Street to accommodate all the buses heading to / from the south.  For example, rush hour buses heading from Uptown to Ballantyne, South Park, Waverly, Arborteum, Matthews, etc... These buses may start at Gateway Station, but most passengers boarding will be near Trade / Tryon. The bus will make a slightly longer stop here to board 20 - 30 people and having a designated bus bay / spot off the road will be safer for loading and support traffic flow. 

My guess is CATS will want the developer to be able to accommodate 3 -4 buses making an extended stop off the road at the same time at the existing CTC site.

I think its actually around 6, for each place, gateway and this.
