So, I am trying to write a short paper about new methods for economic development agencies and I was wondering, outside of tax abatements, what are some other tools that economic agencies use and what should they be able to do. I am trying to be creative with this paper so feel free to go off the deep end. However, I would like to keep it local, no State legislation and limited transit improvements (we all want more but let us try to be realistic). Anyways, if you have something throw it out there.

Oh, I should have mentioned, it is focused on the State of Michigan.
