And if you want to expand, you have to go for the big federal grants. In order to win one (since it is a competition with other cities) you have to prove to the feds you have a funding mechanism - your system isn't a fly-by-night operation.

There is an article in the GSA Business Journal about transit systems in the Upstate. The main focus is on CAT's funding cuts and dramatic route changes. Greenville's Greenlink and Spartanburg's SPARTA are still safe. I didn't realize that the University had cut funding from the system (I can't fathom why they would even consider this option)
