Robert Kantor, Fannie Mae's director of community development in New England, said that adding to the stock of starter homes and low-cost apartments will mean looking for alternatives other than state funding for new construction.

"If we are going to rely on the state to fill in the gaps, given where we are from a budgetary point of view, I think we have to be smarter about how we develop starter homes," Kantor told about 100 people gathered at a forum in Hartford sponsored by the Partnership for Strong Communities.
