What's fueling this growth? This seems like the type of growth that only oil money can buy.

To clear this all up, Dubai is not being fueled by oil at all. In fact, less than 5% of the GDP from Dubai is reliant on oil. The majority of the growth is due to the country being opened to foreign investment in the past 10 years. Dubai is also a great Hub between Europe and Asia, as well as being in the center of the Middle East and being a huge port city in the Persian Gulf.
