Wilcox Park used to be a Velodrome?

Alright, I just ran into an anonymous source who informed me that there is talk that Wilcox Park (the portion bordering Aquinas/Robinson Rd.) used to be an outdoor velodrome. Allegedly, there are chunks of concrete embedded in the banked walls that border the park still. I have not seen these, but I also have not looked. I find it quasi-plausible, as I know that velodromes were the turn-of-the-century rage, but I'm not sure how much I believe Wilcox Park was actually one. So, I defer the question to you, the experts. Was Wilcox really a velodrome at one time?
