How do I obtain a City trash can?

We're on our last (light blue) City trash bag. How do I get one of those nice City trash cans? They're square-ish, and I've seen them in various sizes at clients' homes. We would probably need the smallest one offered.

But who offers them? I went to this site

for information, but couldn't find anything.

Also, am I correct in thinking that when you put it at the curb on Trash Day, it doesn't need to be lined with a big black trash bag? The stuff can just go in there directly, yes?
