I am almost positive this building is all ready complete.

It is very prominent on Willow Pass. it looks great and honestly adds a ton to central Concord. if it is not the project I am thinking of there is an almost identicle looking project there that looks great.

There is also a large development that was donw 2 blocks down Galiano towards the BART. the two add a nice concentration. in a decade or so Concord downtown will be worth visiting.
