Portsmouth is easily the most picturesque city in NH. Pretty small though.

For a town its size it has a huge downtown, and has more history than alot of major cities.

What would solve the issue of high rents? Building more housing, creating more high-paying jobs, an economic depression?

I don't know where Coos County is, but at $500 a month for 2 bedrooms it must be far from civilization.

Cheap housing in portsmouth will probably not happen anytime soon, they already had cheap housing on the base but thecity wouldnt let them reopen it.

Coos County is the northernmost section of New Hampshire. Indeed far from civilization, closer to small cities in Quebec than anything else.
