Suggestions for Unfinished Communities?

Here's another chance to be armchair developer. Think of all of the 1/2 finished communities in Florida some with amenity centers, some without. What are your suggestions on how to make an unfinished community have a greater sense of place, when there are many lots unfinished? What techniques would you employ to make it more friendly to homeowners at a low cost while builders aren't acquiring? Signage, education, low cost amenities?

One suggestion to start the ball rolling: take some empty land, plant it and make a football (soccer) field.

Kill the cul-de-saqs, connect the street grid to other neighborhoods, put sidewalks on both sides of the road (if there aren't), and create walking trails through unused lots.
