There was some heavy equipment at the Liberty Street Apartments site today that had moved some dirt around, so this one may finally be underway.  The sale of the property from the City to the developer occurred on April 21.

Infrastructure work continues for the Silverhill SFH project as well.

So I recently stumbled upon the website for Framework Group, a developer associated with Forge Capital, which has some info about this apartment project (like it's actually 208 units).  Also, the development is apparently called "The Charles".  Not sure if there's any significance to the name, but there you go.

They also posted a photo to their Twitter account in early June which has an OxBlue watermark, which means there's a construction webcam (it's atop the Marriott, see below).  I've been trying to find it online, with no luck so far.  Typically, you need the exact URL, which is https://app.oxblue.com/open/xxx/yyy (where xxx=developer name & yyy=project name).  You're welcome to try to find it too.

The only thing I can think of is that before the city connected several streets to make Daniel Morgan Avenue, that section of Daniel Morgan was called Charles Street.  However, I really wonder if the developer is quite that good at their research.

Good point!  I recalled that there was a Charles Street downtown, but I'd forgotten where it was.  You're correct that E Daniel Morgan bordering this site was Charles Street.  Kudos to the developer if they did do their research to use that as inspiration.  And if it's a coincidence, it's a fortunate one.

Note "Charles Street" from this Spartanburg street map circa 1938.

Developers/architects will often dig a bit to find some way to connect their project to the city. It helps them sell their product if they can do it well. I think it's next level to name it after a street that hasn't used that name in many decades, so kudos to them if that's the connection.

According to the City Council Agenda for the September 28 meeting, Jimmy Gibbs has requested a 6-month extension on the agreement with the City (set to expire Dec. 31, I believe) that gives him the exclusive right to purchase Parcel A (below) and construct an office building there.  The agenda item says the City remains optimistic about the success of the project.  I have seen a project floating around the bid wire that matches this one with an expected start date of March 2021.  The short extension suggests that it's very close to getting solidified.  Fingers crossed that it indeed gets built.

Yeah, it's been down a while.  I doubt they were relying on that to bring on tenants.  I presume there are talks going on behind-the-scenes with a potential tenant.  I hope we'll get a hint about how things are going at Monday's meeting.  If nothing else, the uncertainty will come to an end one way or another by next June.

Framing up to 2nd floor on one of the smaller 3-story apartment buildings (it looks like it has a half-basement level on the back, too).

These photos don't do justice to the flurry of activity at this location.  Its a huge project with lots of workers and construction equipment.

Yeah, I mostly take photos on weekends when the sites are quieter.

Here's a view of the apartments from the St John deck:
