I don't follow what this is suppose to do. 

The current policy is to have a new covenant for a new tap...the proposed policy is for a new meter.

For instance, if a commercial building that housed one business split into two businesses under that roof, it would require a separate meter, but not necessarily a new tap.

 

Greenville's next step should be to work with the County on extrajurisdictional control within that one mile to have building forms and zoning uniform.

There is a lot of land adjacent to Conestee that belongs to REWA and some  non profits.  Hopefully that land will be annexed over time too.  It totals quite a bit of land and would bring the city limits contiguous to a lot of areas.  

Including the Mill...which developers will want in the City.
