Light Rail a possibility after being turned down?

First the village idiot Clay Chastain proposes a rediculous Light Rail Transit idea, and has it turned down for buses, he proposed yet again last month.

Former Mayor Emmanual Cleaver has now stepped up in support of a light rail transit project that (instead of LR running from downtown to the plaza, a 4 mile trip originally proposed) would help commuters come to the urban core alot faster and cheaper.
