Northside Developments

There were a few changes to the TK Gregg Center that the DRB approved.  The indoor water slide was removed, so the glass corner element was recessed more.  Also, the accents above that corner and the opposite corner were changed to EIFS (white in the 1st pic below) from metal panels.  The main entrance is still metal panels and the majority is still brick.  And SCDOT approved street parking and drop-off on Howard in front of the center.

Montgomery Building developers BF Holdings are looking to renovate the Star Mill building at 170 Arch Street as offices.  They have the building under contract.  It's a 2-story 12,000 sq ft building, and they think it could house an architecture firm, tech incubator, or other office user (it's early in the process).  Great to potentially see more investment in the Northside and the renovation of another historic building.

Groundbreaking for the Dr. TK Gregg Community Center was this morning! Great to have that finally underway.

Also, significant site clearing work is underway for the Northside mixed-use project at the northeast corner of Howard and College (diagonally across from VCOM). Lots happening on the Northside!

Yep, definitely lots of earthmoving.  Howard is closed off between College and Milan to accommodate the work. Photo from today:

Also, the new duplexes on Brawley Street are nearly done, which will basically complete the block with housing.  I love the colors (wish the market-rate housing around town was this vibrant).

Brief update: the mixed-use site has a dirt ridge running through the center where a waterline is (see Sanborn map) that I presume is being moved under Howard Street (hence the road closure).  Once that's taken care of, I suspect things will accelerate.

Also, the TK Gregg site has been graded.  So hopefully some foundation work will start soon (gotta dig the pool, too).

The Herald-Journal recently had an update on the mixed-use project at Howard and College (Northside Common?).  Lots of progress photos, too.  Construction on the VCOM clinic should be complete by the end of the year, while the mixed-use building should be completed in early 2020.  The 90-unit mixed-income apartment building across Howard Street should begin in August, with completion in late 2020.

Curbing is in for the mixed-use project, both for the interior parking lots and along most of the street.  You can see where the parallel parking will be on College and Howard.  And also the realigned Raindrop Street.  Obviously, power poles will need to be moved (or ideally removed).

There was an addition to the May 7 DRB agenda in the paper today.  "The Ellington, a senior apartment community" is requesting preliminary concept approval of buildings form, massing, and placement on the site.  This would be new construction at 548 and 560 Magnolia Street (see below).  Looking forward to seeing the plan.

Here's an article about The Ellington.  The plan is a four-story, 50-unit affordable senior apartment building.  The DRB wasn't thrilled with the institutional-looking design and suggested some tweaks, but gave it conceptual approval.  I like the density, and affordable housing is certainly a positive.

Saw in the paper this morning that the Northside Development Group (NDG) has put out a "Request for Statements of Interest / Summary of Qualifications" for the redevelopment of the former Sunshine Inn site.  This is one of the most prominent and important sites in the Northside, so I hope they find a developer capable of delivering a vibrant mixed-use project.

Not sure I've seen this elsewhere, but Planning Commission approved rezoning the Bon Haven property and a small adjacent property from R-15 to B-3 tonight to allow for a 150-unit apartment complex to be located on that 5-acre spot.  Target demographic is really medical folks - hospital employees, medical students.  Rent range as mentioned at the hearing was $900-1400, being slightly lower than downtown.  B-3 is the zoning for the Archibald Rutledge building next door.  B-3 allows more density than even R-6 PDD would allow.  The site plan wasn't bad, it could be more "urban" in my opinion, but it seemed like it didn't put the parking lots front and center...  

Edit- the Bon Haven property is at the intersection of North Church and Asheville Highway, and used to have an 1884 mansion that was demolished a couple years back.  They are incorporating some of the remaining out-buildings and trees into the site plan.

It's unfortunate that this property is just outside of the Urban Code overlay, which would require a more urban orientation.  That said, it's an okay plan.  And more in-town housing is always positive.  I appreciate the intention to preserve some trees and other remaining features.  It would be nice if the architecture could reference the Second Empire style, as an homage.  That corner depresses me whenever I go by, so I'll be happy to have something new here to help move on from the loss of the home.

Totally agree on this, and the question was raised about why not rezone this to DT-5, as it is a gateway on a major thoroughfare.  The response, basically, was that it would add several months to the process and might make this project not happen.  There will, however, be a development agreement on this property that could require it to address the street a little better than this plan.  The final engineering on that site isn't even close to being done.  So, given that, though I think it may be a bit shortsighted that this isn't in the urban code, it was probably as good as it was going to get.
