I agree that Vestcor is doing a great job downtown.

Planning for potential retail is logical. Requiring retail in parking garages is a sound move in the downtown overlay, but some common sense must be applied.

The DRC was fussing about lack of retail in the sports complex garage designs. Retail would only be supported during events- I think the final solution included the ability to provide temporary retail and/or future retail.
