When they built this building, they were worried about it went up that it would not stand up to high winds or an earthquake and have to reengineer support and strength into the building after the fact.

The building looks good, there is also a church on the corner they had to build around (most of the pictures above don't show it), which is part of the reason the building is standing on 1 leg on on side of the building (well, I guess actually two sides).
