Seems like the inspector is not going to be a fan of the 2x4 stairwell railings interspersed with exposed rebar (which are in every stairwell on the track side of the deck)

I got the below responses from the city to questions about this project. Makes me optimistic that we'll see Brevard restored sooner rather than later. And between ROW fees and the now drastically increased tax bill for this property (on top of the revenue he's missing out on), I don't understand how there isn't more urgency from Levine to get this completed.

Regarding the streets:

Quote

The lease for this project was initially negotiated in 2015 which allowed the developer to close a lane on 11th Street and Brevard Street in accordance with the City’s Street Closure Policy. After the project went dormant, CDOT began reaching out to the developer to reopen and restore the right-of-way. Due to the delay in reopening the right-of-way, lease fees for the lane closure were invoked on September 1st, 2018. These fees are a per day rate and will be assessed until the property owner restores the right-of-way to at least preconstruction conditions. Fortunately, we have worked with the developer to reopen 11th Street recently and are actively working to reopen Brevard Street as soon as possible... they will be penalized with a per day fee until Brevard Street is reopened to the public.

Regarding agreements between the city and Levine:

The City also had three separate agreements with the developer for the completion of First Ward Park, 8th Street improvements, and the parking garages.  The first two – First Ward Park and 8th Street – have been completed.  None of the agreements have penalties associated with delays or otherwise.  The City will not begin reimbursing the developer for the parking garages until they have received their certificate of occupancy, built additional parking spaces near the park, and provided a specified number of affordable/workforce housing units.  The agreement for the parking garages states that at least 400 public parking spaces must be delivered/opened by December 31, 2019.  The agreement further states that these spaces should be in a parking garage, but may be temporarily provided as surface spaces if the developer can demonstrate a reasonable good faith effort to deliver these spaces in a structure.

Library announces its is $100 M redo and it will be 80,000 sq ft vs 157,000 sq ft now.

Whoa, that's some sexy architecture. Their website is full of work that's more cutting-edge than anything we have in Charlotte right now, that makes me really hopeful for the new library.
