When is the below list of projects going to start construction? 

-Delano mixed use development at Unity Park 

-Avant mixed use development downtown 

-Enclave mixed use development on Laurens Road

-Kimpton hotel downtown 

-Union Bleachery mixed use development 

-Grace Church planned high rise downtown 

-Main at Markley mixed use development 

-The Village at Poe Mill 

-10 S. Academy Street

They’re two separate projects. The tax incentives for UCB are just an extension of what has already been approved:

United Community Bank, which is building its new headquarters along the Reedy River in downtown Greenville, plans to invest at least $65 million and add 230 jobs in Greenville. Its new seven-story building at 200 E. Camperdown Way next to the Grand Bohemian Inn is slated to open in the first quarter of 2024. It is the largest bank by total assets based in South Carolina.

The second project, code-named Project Blue, plans to invest $51 million and add 303 new jobs in the county, said Councilman Butch Kirven, chairman of the council’s Finance Committee.

The committee discussed the details of each project in executive session on May 8, then voted unanimously to recommend offering tax incentives to each project.

The incentives still must undergo a public hearing and three readings by County Council, generally a formality until the past council session in 2021-22. Last year, the council initially deadlocked 6-6 on a request by United Community Bank to add a 2.3-acre parcel the bank purchased for parking to a county business park, which would have made it eligible for tax incentives. The council later reconsidered and unanimously supported the parcel’s addition to the business park.

Now that the entire bank property is eligible, the council can decide whether to extend a set of tax incentives already approved for the bank. In 2020, the county agreed to tax the bank at a 6 percent assessment for 30 years in exchange for a $24 million investment in the county. It also agreed to credit the bank 35 percent for 10 years as a special source credit to defray the costs to add infrastructure and improve properties in the county.

The agreement under consideration now would extend the credit to 40 percent for 12 years, Kirven said.

Representatives with United Community Bank could not be reached for comment.

Great news. I know there were some people especially who live in the Augusta Road area (I am sure you have seen the yard signs) that were against it. The only thing I don’t like about the new zoning code are some of the height restrictions on the outskirts of downtown but it’s not like Greenville has 400+ foot buildings proposed anyways so I can live with it. A developer can always request a variance also.

Two earmarks requested in state budget: 

Greenville lawmaker Chandra Dillard, D-Greenville, requested $17.5 million for the Peace Center and Bannister requested $20 million for public space and safety upgrades in Greenville.

Bannister said that he had consulted with Greenville Mayor Knox White about the upgrades downtown and allocating part of the $20 million towards the Wade Hampton and Laurens road corridors and trail systems around the city.

They had a couple good amendments, all amendments and the vote were unanimous and quick yes's. I expect the second reading to go just as well, everyone at the meeting was essentially acting like it's a done deal at this point. Lots of celebration

Three amendments to the new code were presented by Councilmember Dorothy Dowe and approved by council. The amendments involved:

-Construction noise before a reasonable time 

-Fueling station standards

-School district traffic study times

If later approved during the second and final reading of the ordinances, the code will go into effect on July 15, 2023.

Looks like this project has stalled. No construction equipment on site anymore and weeds growing everywhere.

Couldn't read behind the paywall. Are they moving economic development from government to a non-profit?

This is not going to be a good thing in the long run. Less oversight from local citizens is a very bad thing. Eventually, non-profit gets bought, either directly or indirectly, by private interests. Private interests cater to their own needs, and not the overall  community citizen. 

Another major concern. Why is Greenville covered so well by a Charleston paper, not a Greenville paper. Where is the local media acting as our  "fourth estate" here locally? Plans, the players involved, and pending deals need to be public and debated.

It is a non-profit but the city will appoint the board members and probably be involved in other ways.  Columbia's Congaree Vista has the same thing in place.  There is no way this non-profit would be outside of the city's control. 

 

I'm sure there are several reasons for doing this but one is likely that a non-profit can do things that a city can't do legally.  

I wouldn't be concerned.

Yes. I guess the future hotel guests are really going to be “Falling down for Greenville” with a liquor store at the bottom. :lol:
