No matter what they say, GPS hand held-units are only accurate to within about 30-40 meters. Civilian models used to by accurate to within 300yards I think. If you want precision accuracy, you have to get the very bulky $10,000 model.

Its unreliable in big cities beause of the tall buildings. DC has them just tall enough to where they mess up the signal by reflecting it off of buildings. That adds some distance to the signal that is not known, so it places you in the wrong spot.
