Because it's a decayed LA in the future. That's why. The image the director wanted to portray of a futuristic LA is one that began to fall on hard times.

Who says the future will be bright and clean? It's all interpretation.

Because in the movie, LA won't be so nice looking anymore in the future. Take The Maxtrix for instance (in the 'real' world).

Well, LA is much better off then Detroit but last time I was there, although the downtown was clean and well built up, it was surprisingly empty in most parts.  I hardly saw any foot traffic...

Empty?! Downtown LA is anything but empty. When I was there there were shopping crowds all over. Maybe you weren't looking in the right place. Were you on Bunker Hill, or in the historic core?
