I saw on TV recently that it's a myth that buildings are short in DC because they can't rise above the capital dome. The height restriction began when a neighborhood fought a proposed highrise and won, saying they didn't want residents of the highrise towering above them. The city decided then that buildings could be only so tall, and it had nothing to do with not towering over monuments or the capitol dome.
