New building going up in "Scotts Addition 2.0" which is just the part of Henrico that borders RVA near Scotts Addition.

The Henrico permit covers 5.75 acres in the newly created redevelopment district in the Westwood area. The county’s supervisors recently adopted a new zoning overlay district for the 500-acre area bounded by Westwood Avenue, West Broad Street, Staples Mill Road, Bethlehem Road and Interstate 195 to permit residential development in what is predominately an industrial area.

The provisional-use permit also will allow Kinsale to pursue its plans to build a 250-unit apartment complex next to its future headquarters.

A 154-unit, four-story apartment building is proposed for Chamberlayne Avenue between School and Fells streets in Richmond’s North Side.

A plan of development was submitted Feb. 1 for the project on 1.56 acres. The property consists of seven parcels which were rezoned in a block in December from light industrial to mixed-used business district or from multifamily residential to mixed-used business.

The developer is listed as CRF LLC with Zachery Frederick as managing member. Frederick is president of Crescent Preservation & Development Co., a local real estate investment management firm....

...The project is being done in a partnership with Spy Rock Real Estate LLC, a Richmond-based real estate development and investment firm that has done a number of high profile renovation and new construction projects in the Richmond area.

“We are joint venture partners. That partnership is focused on developing affordable housing,” Frederick said.

Frederick said the partnership has a couple of other projects ongoing, including apartments in Shockoe Bottom.

The plans show the proposed Chamberlayne Avenue development would have 136 one-bedroom units and 18 two-bedroom units.

But that wouldn't be south of Williamsburg Rd, I think. 

I am not familiar with a development on the site described, but it sounds like the land would be between Rt 5 and Williamsburg Rd.

Rockets property may be south of the rail line  but the overarching plan has always called for development north of the tracks too (in the city).   That portion wasn’t designated single family (schools) but the land across from Stone was on the original plan with commercial/hotel/apartments...

Article on the boulevard development potential.  I think that the writer makes some pretty good if not obvious points about where the focus of the city should be.  The tract of land that current houses the Diamond, if properly developed, could bring in a ton of revenue for the city.  As compared to the Navy Hill plan, this would be relatively free of controversy and help shore up all of the progress made in Scott's Addition.   Not sure what would be best for this area (I would think mixed use, TOD that is more of the six to fifteen story variety than the shorter Scott's Addition), but we could have a boulevard corridor that becomes the marquee street in the city.  Curious as to what the board thinks.

Unfortunately, we’d be looking at 2021 at the earliest for ballpark plan/redevelopment to take place there. ABC has stated they wouldn’t negotiate release of their boulevard property until the new complex is built and operations have moved to Hanover (anticipated in 2021). 

You'd probably also hear the argument from Stoney that the boulevard and Navy Hill developments can happen at the same time.
