You're correct, I am pretty sure their model changed drastically around that time. I think they originally opened GSP with 5 destinations but that did not last long at all. Destinations went down and prices went up...not a good recipe for GSP.

Agreed. Only four flights a day out of the airport total for Southwest is a joke. The worst part is you can’t even book a flight with them to anywhere in the western part of the country. You literally have to book out of Atlanta or Charlotte for it to work. I still don’t understand why they cut Chicago. The flight always seemed full. Maybe some decade they’ll add that destination back along with Boston. Maybe not.

American Airlines is growing and will serve more nonstop routes at Asheville Regional Airport (AVL) than ever before this summer. The most recent additions include new summer seasonal service to Austin, Texas (AUS) and Miami, Fla. (MIA).  American has also added more frequency to several routes this summer, including: Chicago, Ill. (ORD), from Saturday-only to daily service, and Dallas-Ft. Worth, Texas (DFW) from two to three daily flights. With these additions at AVL, American now flies nonstop to nine cities, including daily flights to major connecting hubs.

If you only have a handful of flights per day they naturally will be full. Variety, convenience and options are over-rated. It also make the flight to take easier if you only have one option. No decision making needed. Airlines are smart. :rofl:

In March 2016, the Greenville-Spartanburg Airport District (District) issued a Request for Proposals for an Automated Transit Network System (ATN) at the Greenville- Spartanburg International Airport (GSP) to carry passengers and employees from various remote parking lots to the terminal.


Based upon an evaluation of the proposals received, and site visits to see operating ATN systems, the District selected 2getthere (2GT) as its preferred ATN system provider for the potential implementation of an ATN system at GSP.


In 2019, 2GT brought Oceaneering International, Inc. (OII) on to their team as their US partner to assist in further negotiations and development activities for the ATN system at GSP. After 2GT/OII had progressed various pre-development diligence discussions and activities, it became apparent that a Public-Private Partnership (P3) approach to the development and financing of an ATN system at GSP might be the best approach for the project to move forward.


2GT/OII had conversations with multiple P3 developers, and ultimately recommended to begin working with Plenary Americas (Plenary) as the P3 development partner for the project.

In early 2020, 2GT/OII and Plenary began jointly discussing the project with the District and initiated an effort to identify the framework for project development and financing utilizing a P3 approach.

Due to COVID, discussions concerning the potential project were put on hold in April 2020.


In the mid to late 2021, the District and 2GT/OII/Plenary recommenced discussions regarding the development of the project under a P3 approach. This resulted in the demonstration of an ATN vehicle at GSP in late November 2021. Since the demo of the ATN vehicle, the District and 2GT/OII/Plenary have continued to discuss next steps for a potential ATN system project.


As the potential project participants have evolved since the original request for proposals process, and that it appears the best delivery method for a potential ATN system project at GSP is to utilize a P3 approach, Staff is seeking support and authorization to finalize a Project Development Agreement (Agreement) with Plenary for a ATN system at GSP.


The Agreement will be brought back to the Airport Commission for review and approval once it is finalized. The Agreement will address multiple items that Plenary will be required to complete:


-Due diligence review and investigation of the locations on the District premises where the ATN system will be implemented.
-Identify and prepare a comprehensive plan for seeking and securing all required governmental or other regulatory approvals for the ATN system.
-Prepare and provide the design packages and other design documents for the ATN system for review and approval by the District.
-Develop, in a transparent and collaborative manner, the conceptual plans, estimates, schedules, and preliminary engineering for the design, fabrication, commissioning, operations, and maintenance of an autonomous transit network system operating on dedicated guideways, both at grade and elevated, connecting the various parking lots to the terminal by means of automated vehicles.
-Competitively select a company to have primary responsibility, under a subcontract to Plenary, for the design and construction obligations of the ATN system infrastructure and develop detailed estimates and plans for performing the civil design-build work.
-Develop, in a transparent and collaborative manner, the conceptual plans and estimates for the operations and maintenance work for the components of the ATN system.
-Prepare and provide a Committed Proposal for review and approval by the District.
-Prepare and provide a complete financial model for the ATN system, that shall include data book and user guide, assumptions, sources and uses for construction and operation periods, detailed cash flow model showing construction and operating period, complete financial statements, and summary outputs, including payments by the District based on the Committed Proposal for the ATN system.
-Assist in grant or other governmental funding applications which are determined to be pursued for the ATN system.
-Negotiate the final Project Agreement with the District for development of the ATN system, incorporating specific terms, including the District’s and the Plenary's respective rights, duties, obligations, and responsibilities, financing, development standards and requirements, and a performance schedule for the project, all consistent with a finalized Agreement.
-Establish and arrange for, through a competitive process, and secure on a non- recourse basis, the debt financing of the ATN system.

Passenger traffic continues to recover at a much better rate. For March 2022, passenger traffic was 89% of normal traffic levels. Preliminary passenger numbers for April 2022 are currently trending at a 90% recovery level. In March 2022 passenger traffic reflects a 83.0% increase over the same month in 2021. 184,399 passengers in March 2022 vs 100,738 in March 2021. Cargo numbers for March 2022 were down 4.0% for the same period. Passenger load factors were up 33.1% for the month, at an average of 81.5%

 

Providing a look forward into the service levels for June 2022 is a schedule comparison for the month vs the same month last year, including flights and seats by airline and non- stop markets served. Currently in the schedules, GSP flights are up at 7.9%, and seats are up at 8.5%. 1,228 flights and 113,398 seats for June 2022 vs 1,138 flights and 104,543 seats for June 2021.

Total budgeted revenues are expected to increase to $57,922,042 in FYE 6-30-2023, a 33.8% increase over FYE 6-30-2022. Total budgeted operating expenses are expected to increase to $44,247,291 in FYE 6-30-2023, a 33.1% increase over FYE 6-30-2022. Capital projects approved in prior fiscal years and carried forward into FYE 6-30-2023 are projected at $20.6 million and new FYE 6-30-2022 capital projects of $45.5 million combine for a total $66.1 million capital budget.


To prepare for the terminal expansion project, GSP Airport will be closing Stevens Road by the end of September 2022 to the general public. Motorized gates will be placed on each end with access for employees only. $500,000 in the 2022/2023 GSP budget is allocated for this. 


$18,300,000 will be included in the GSP Airport 2022/2023 budget for the design phase of the terminal expansion project. $17,385,000 of the funding is coming from the Bipartisan Infrastructure Law. 

$300,000 will be included in the GSP Airport 2022/2023 budget for the pre-construction services for parking garage C. This will allow the general contractor to do a GMP, phasing plan, and project schedule. 

$3,100,000 will be included in the GSP Airport 2022/2023 budget for the ATN project by Plenary. 

CLEAR is going to be added to the airport at the TSA security checkpoint by the end of June 2022. 

$6,500,000 terminal landslide roadway improvement project site plan which is slated to start construction in July:

-GSP is currently in negotiations with an unnamed local company to start providing cargo service with two B-747 flights per day.

 

-GSP passenger number predictions from them:

-$7,300,000 in 2022-2023 budget for FBO expansion and renovation of current facilities project. 

 

-$10,800,000 in 2022-2023 budget for Cargo phase 2 apron and Gateway Drive extension project. 

 

-$350,000 in 2022-2023 budget to replace and upgrade ticket counter displays, all nine FIDS, baggage claim monitors, and cell phone lot display. 

 

-Cargo Building Expansion Project Status – Construction Phase. Project Budget - $5,000,000. Estimated Completion Date – Summer 2022. This project includes a 50,000 SF expansion to the Center Cargo Building. Design/Build proposals were solicited from the IDIQ contractor pool. Harper Construction was selected for this project. Wall panels were recently erected.

 

-Campus Signage Replacement Program - Phase II: Status – Construction Phase (campus signage); Design & Procurement (entry signage). Project Budget - $750,000. Estimated Completion Date – Spring 2023. This project includes the completion of the remaining campus signage and wayfinding. The project also includes the design and construction of an entry monument sign on Aviation Parkway based on the Signage Masterplan. McMillan Pazdan Smith will be assisting with final construction documents for the entry monument sign and Mavin Construction will be handling the construction work for the balance of campus signage and the entry sign. The Phase II directional and wayfinding signage is scheduled to be completed by summer 2022. Sub-contractor proposals have been received for the new Aviation Parkway entry sign. Staff is evaluating proposals with Mavin. The entry sign is expected to be completed in Spring 2023.

 

-FBO Expansion Project: Status – Design Phase. Project Budget – $500,000. Estimated Completion Date – Design in Summer 2022; Construction in 2022/2023. The design phase is budgeted for FY22. Design work is in the early stages and is led by McMillan Pazdan Smith. Turner was selected as the CMR and is under contract. Construction will be budgeted in the FY23 capital budget and is scheduled to start this Fall.

Those numbers are just for passenger enplanements as in departing passengers not arriving ones. Forgot to include that with the original post.

Because Southwest flights and schedule out of GSP just aren’t very good overall. A lot more options with the legacy carriers. Southwest also won’t let you book out of GSP to go to a lot of western US and international destinations.

2.61 MM in 2019, the last pre COVID year, and it would almost certainly have passed 3MM in 2021 based on the recent growth trends.

United has been doing 3x a day for a while now to EWR on weekdays.   6am, 10:29am, and 6:04pm.

Ahhh…didn’t realize that. Must have changed it sooner than originally planned. Thanks. Looks like they at least add Sunday to 3X daily also in early June. Saturday remains at 2X daily. Wish they would add back IAD.
